If you don't want to read it - after extracting all files to Morrowind folder, just run MOInstaller.exe. It's proffesional mod, so it has instruction manual.
You should get a file pointed on picture above. Choose one of that buttons (it does not matter) and download will start. Then you will have two green buttons (mirrors which will let you download files). Open that link: and click the blue button to download file. Before you will start, you should know that mod works on Morrowind Steam version, so I don't know if it works in another game releases.

Choose the disc, where you have Morrowind installed (usually the same as steam) and open Steam folder. That files you will have to place in game folder, which you can find on your steam folder.
